You play the role of Rico Rodriguez, a CIA operative dispatched to the remote island of San Esperito to incite a rebellion and topple the existing government, which General Salvador Mendoza leads.
You now have the freedom to do whatever you want, much like in Grand Theft Auto: San Andreas, after having parachuted out of an airplane and assisting your local contact in surviving an assault by members of a rival gang. The entirety of the island is available to explore right from the start, and you can either pursue the primary storyline, participate in side tasks, or simply collect objects throughout the island. You can also contribute to the revolution by forcing the government out of the many areas on the island where it has a presence. This is performed by engaging in a three-stage battle and pitting yourself against an enormous army of government forces.
Rico is a thoroughly trained agent who is also capable of performing a variety of feats. He always has a parachute ready for use and can deploy it whenever he has sufficient forward momentum. Therefore, he frequently uses vehicles or bikes as a jumping pad, coasting off into the sunset without a hitch.
He also has access to various weaponry, including rocket launchers, machine guns, and handguns, with a limitless supply of ammunition. However, that is not enough to impress the evil dictatorship, so he also gets access to other weapons. Rico can operate any vehicle with an internal combustion engine, ranging from a simple motorcycle to a heavily equipped military aircraft.
