The eleventh part of the series includes a total of eight different playable scenarios. It continued the conflict between warlords in China during the late Han period over who would control the country. The player can exercise authority over more than 40 cities, construct buildings and armies with the assistance of hundreds of commanders, and once more determine China’s destiny.

Romance of the Three Kingdoms XI takes place across China and is played from a top-down perspective camera that can be rotated and side-scrolled. There is no need for espionage to be carried out in advance like in earlier parts of the series because the entire map, including all cities, structures, and units, is always seen. When a player decides to bring a turn to a close, both their teams and the computer-controlled enemies will begin their turns based on what region of the map the player is looking at at the time.

There are approximately 800 officers, each with their photo and biography and other information such as their combat abilities, blood links, and the units they specialize in. After finishing the tutorial, you can unlock other famous historical characters from earlier periods of Chinese history. One of these figures is Kong Qiu, often known as Confucius.

Officers have skills in statistics, which might impact how successfully a general can carry out a specific mission. These are the abilities: Charisma, Leadership, War, and Intelligence, and politics is the fifth ability. The consistent performance of tasks can potentially boost any of the significant statistics. In addition to their general capabilities, certain officers may possess specialized competencies. Thanks to their skills, the officer has one-of-a-kind active or passive capabilities. For instance, the talent of “Insight” that Zhao Yun possesses makes him impervious to the tactics employed by his adversaries in battle.

The combat begins at once at the beginning of each player’s turn. During the turn of any active player, that person can move their units around the map or attack enemy land units or ships, depending on which option they choose. Every adversary can be assaulted unless the player is in an alliance or at a temporary cease-fire. In this case, the player can walk freely within their opponents’ territory.

A player’s actions could earn them a point bonus in the game’s technical category. These points can then be spent in the game’s equivalent of a technological battle tree, making it possible for each side to have unique strengths previously exclusively specified by the officers of that faction. A particular sort of unit or line of defense will receive an improvement whenever a branch of the technology tree is explored.

The eight various situations that are playable are split up into two distinct modes. The “standard mode” allows the player to select one of the numerous leaders to manage. However, the “present scenario” mode is the single-player adaptation of the many scenarios and assigns the player to the role of a confident leader from the start.
