Rico Rodriguez has returned! After liberating the little island of San Esperito, the CIA agent travels to the island paradise of Panau in search of an old colleague: Agent Tom Sheldon. During a confidential inquiry, he flees, taking two million dollars with him. The Agency anxiously wants their money back, especially since they suspect Tom switched sides. So Rico has to join Pannu’s criminal organizations as Scorpio to apprehend Tom Sheldon and bring him to prison while disrupting the country – although that’s more of a bonus than a serious goal…

Like its predecessor, Just Cause, the game throws the player on a massive island. From the outset, the player can explore the entire island in a third-person shooter manner, either on foot, in various cars, or heavily equipped helicopters and fast jets. The player is free to do whatever he wants, which usually involves wreaking havoc and generating disorder by destroying statues, fuel tanks, and other military-owned property. The player collects points in this manner, which advances the story, unlocks tasks, and grants him access to other items from the underground market. Furthermore, boxes holding money and upgrade parts are concealed across the island. After summoning the black market helicopter using a beacon, the player can order weapons and vehicles and even request a free transfer to another place on the island. Guns and cars, on the other hand, cost money and are dropped exactly where Rico asked. They can also be enhanced with the upgrade pieces obtained by the player.

Rico’s two most valuable equipment pieces besides his weaponry are his parachute and grappling hook. The parachute may be activated nearly at any time, even while the player travels at high speeds down the road, and it is pretty helpful in performing combo stunts. And this is where the grappling hook comes into play: with it, the player may either drag adversaries towards him or pull himself towards a target – a house two streets away or a moving car. The latter enables high-speed carjackings, sometimes resulting in one of the game’s two forms of simple Quick-Time-Events. When Rico tries to open a gate or disarm a bomb, the other type appears. Although the grappling hook was already in the original game, it is now a dual hook. If the player hits something with his turn, he can use the other end to hook another object, whether it’s a solid or moving object or a random human who happens to be nearby. This enables the player, for example, to attach an automobile to a helicopter, fly above an enemy base, and drop the car on the soldiers.

Challenges like checkpoint races and optional objectives are sprinkled around the map to keep the action focused even outside of the main plot, and each city on the island can be cleared entirely by destroying all worthy targets and collecting all boxes in the vicinity.
