Ramon Solano, a Venezuelan billionaire, employs a mercenary to rescue General Carlos Carmona, who attempted and failed a coup. Solano refuses to pay after completing the task and tries to kill the mercenary, who narrowly escapes.

After that, Carmona and Solano capture absolute control of Venezuela by staging a coup, seizing the country’s oil platforms, and putting the globe on notice. Unbeknownst to them, the mercenary has survived and is preparing revenge on the two. The mercenary must accept contracts from rival factions such as Universal Petroleum, an oil company whose business is threatened by Solano, the P.L.A.V. (People’s Liberation Army of Venezuela), a force of rebel soldiers determined to reclaim their country, the Jamaican Pirates, who profit from Solano’s parties, the A.N. (Allied Nations), who have entered the company to try and restore stability to the region, and the Chinese Army, who hope.

Mercenaries 2: World in Flames is a driving and action game with a free-roaming environment. The player chooses one of three mercenaries from the last match (Mattias Nilsson, Chris Jacobs, and Jennifer Mui). Each merc has a unique skill: Jennifer can run faster than others, Mattias heals more quickly, and Chris can carry more ammo. The gameplay is similar to the previous game, with minor differences, including a new way to hijack tanks. In the last game, the player could simply walk up to the tank and automatically seize it. Still, it is necessary to participate in quick-time events to eliminate the enemy gunner. A grappling hook can attach to passing helicopters and hijack them. Unlike in the previous game, the player characters can swim.

The protagonist now has a type of “headquarters” where they can store weapons, supply containers, and vehicles. To obtain these stockpiles, the protagonist must recruit three unlockable soldiers: a helicopter pilot named Ewan Garrett, who transports stockpile crates discovered by the player character to the headquarters; a mechanic named Eva Navarro, who will repair and stock vehicles and is used for artillery strikes; and a fighter pilot named Misha Milanich, who is used for air strikes. Fiona Taylor reprises her role, providing the player with technical information and training missions.

There are no longer any black market contacts to use to obtain goods or airstrikes; instead, players must accomplish jobs for communications distributed over the island. Completing assignments for these contacts will provide items to the headquarters, such as guns, medkits, and artillery support. It is also possible to stockpile cars by returning to their base and parking them in the garage for use in missions. Gas is also required to bring in supplies or call in airstrikes, which can be gained by executing contracts or collecting them spread over the country.

Bounties are used again, but instead of the “Deck of 52” from the original game, there are now “High-Value Targets,” military officers who have defected from the Venezuelan military and declared independence from Solano and opposing groups. They are placed across the map; catching them alive nets the player character additional money, whereas killing them traps only half the prize. There are also “treasures” scattered across the island, such as gasoline cans, weapon schematics, and pirate treasure boxes, each with a monetary worth for collecting them.

There are also new and old vehicles in the game, such as upgraded tanks, more powerful helicopters, and even (for the first time) boats and other watercraft such as jet skis, as well as civilian muscle cars, high-end racing cars, and specialist vehicles for each group.
